Scott Thorne Environmental Consulting, Inc. (STECI) is a small business that caters to Owners and Contractors alike, in both the private and commercial sectors.

Scott Thorne Construction began in 1995 as a general contractor working on private home remodels and small lot grading operations with his father.  During Scott’s employment with Centex Homes, his company took a back seat, as Scott’s focus  was directed less on private building and more concentrated on environmental and safety functions with Centex Homes.  The Fall of 2009 brought forth new opportunities with the down turn in the economy.  This included the renaming of his company to reflect a more diverse direction and provide site storm water inspections for clients such as Pulte Homes. In January of 2011 it was decided to incorporate – Scott Thorne Environmental Consulting Inc. (STECI) was formed.  Since then STECI continues to provide training for QSDs/ QSPs, project site compliance, SWPPP preparation, general consulting, project management and general CGP – storm water compliance throughout CA.  STECI is recognized as a certified SBE (Small Business Enterprise).

 

Scott Thorne is the President of STECI.  He holds a BS degree in Civil Engineering Technology (Construction Mgmt.) from Montana State University.  Scott is also a General Contractor (B) in the State of California and is Certified as a Professional in Erosion and Sediment Control (CPESC) and Certified Erosion Sediment and Storm Water Inspector (CESSWI) through Envirocert.  Scott currently is a registered “Trainer of Record” for the CA required QSP, QSD certification program described in the CGP. Experience in the field comes from 10 years with Centex Homes (Nor-Cal/ Reno) as a Division Regulatory Manager; overseeing both the Safety and Storm Water management.​

Jill Thorne is the CFO and administrative assistant of STECI. She holds a BS in Criminal Justice and a Minor in Business Administration. She worked for 11 years in the association management industry, and owned a small hospitality company for 3 years. She volunteers her time  serving seniors at her local church and is currently owner of a small venue business.

Nolan Thorne has been shadowing Scott for 3 years on his inspections and has helped with SWPPP installation since 2022 .  In reality, Nolan has been on statewide inspections with Scott since he was 3 years old!  He is apprenticing with STECI while he pursues his First Class Airman Pilot’s License.
